Sulayman ibn Amr, a man of the Humair tribe, has narrated:

There was a treaty between Hazrat Muawiyah and the Romans. (The treaty stipulated that) when it ended, he would go to their cities, and when the treaty concluded, he would wage war against them.

A man came riding a female horse or a Persian horse, and said, “Allah is Most Great, Allah is Most Great,” (and reminded him of) the obligation of fulfilling covenants. It is not a matter of loyalty (to a particular faction). Then they saw that it was Amr ibn Abs. Muawiyah sent him messengers and questioned him.

Amr said: "I heard the Messenger of Allah, peace be upon him, say: 'Whoever has a treaty with a people, let him fulfill it until its end or let him abandon it and give them an opportunity to prepare themselves.'" Upon this, Muawiyah turned back.
