CHAPTER 53: Circumambulation After Afternoon Prayer

It is narrated from Jubayr ibn Mut'im (may Allah be pleased with him) that a report reached the Messenger of Allah (peace and blessings upon him), wherein the Messenger of God said: “Do not prevent anyone who wishes to perform tawaf around this Ka’bah, at whatever hour it may be, whether night or day.” One of the narrators, Fadl, recounts: The Messenger of Allah (peace and blessings upon him) said, "O offspring of 'Abd-i Menaf, do not prevent anyone." COMMENTARY
Shafi'i derived from this honorable hadith that prayer can be performed in Makkah during times of aversion. Some scholars have stated that performing prayers during times of aversion is disliked even in Makkah because it is prohibited.
