Chapter VE FEY' Section 1 – The Rights Necessary Regarding the People's State President
Abdullah ibn Umar (may Allah be pleased with him) narrated:
The Messenger of Allah (peace and blessings upon him) said: “Be careful, for everyone is a shepherd and responsible for what is under his care. A ruler among people is a shepherd over them, and he is responsible for them. A man is a shepherd over his family, and he is responsible for them. A woman is a shepherd over the property and children of her husband, and she is responsible for them. A slave is a shepherd over the property of his master, and he is responsible for it. Everyone among you is a shepherd, and everyone is accountable for what he manages.”
