He was the brother of Rafīʿ b. ʿAmr. He was also known as Hakem b. Aqraʿ. He was among the eminent Companions (ṣaḥāba). A single hadith, which prohibits eating the meat of domesticated donkeys, is established from him in the collection of al-Bukhārī. Ziyād b. Abīhi sent him on a military expedition towards the mountains of Asal. He obtained a large amount of spoils (ghanīma). Ziyād sent him a letter in the name of Muʿāwiya, ordering him to separate the gold and silver from the spoils and send them to Muʿāwiya's bayt al-māl (public treasury). However, he did not comply with this order and said: "The Book of Allah takes precedence over the letter of the commander of the believers. Has he not heard the following hadith of the Prophet (peace and blessings be upon him): 'There is no obedience to a creature in disobedience to Allah.'" After saying this, he distributed the spoils among the people. It is reported that because of this, he was imprisoned and remained in prison until he passed away in that year. According to another narration, he died in the fifty-first year of the Hijra. May Allah have mercy on him.
