In this year, after returning from the pilgrimage (ḥajj), the caliph Hārūn al-Rashīd went to the city of Rayy. He dismissed some governors from their posts and appointed new ones in their place. Again in this year, he reappointed ʿAlī b. ʿĪsā as governor of Khurāsān. The governors of the provinces came to visit Hārūn al-Rashīd with gifts and presents, offering various kinds of gifts.
After this, Hārūn al-Rashīd returned to Baghdad. During the Festival of Sacrifice (ʿĪd al-Aḍḥā), he performed his sacrifice at Qaṣr al-Luṣūṣ. Thus, three days before the end of the month of Dhū al-Ḥijja, he entered the city of Baghdad. While crossing the bridge, he ordered the body of Jaʿfar b. Yaḥyā al-Barmakī, which was hanging there, to be burned and buried. The body had remained hanging on the gallows from the day of his execution until that day.
After this, Hārūn al-Rashīd left Baghdad to settle in Raqqa. He was saddened to leave behind the beauty of Baghdad. He had gone to Raqqa in order to bring some of the troublemakers and corrupters there into line. Abū al-ʿAbbās b. Aḥnaf, describing their departure from Baghdad with Hārūn al-Rashīd, recited the following poem:
"We set out again before making our camels kneel. We could not distinguish between halting and moving on. When we arrived, they asked us about our condition.
Their desire to learn our state by questioning us, and their farewells, satisfied us."
In this year, Hārūn al-Rashīd paid ransom for the Muslim prisoners in Byzantium. It is reported that he did not leave a single prisoner there. One of the poets said about this:
"Thanks to you, the prisoners were released. Their bonds were undone. Those prisoners who had been shackled in dungeons, not a single friend visited them. So much so that, at that time, the Muslims were unable to rescue them, and it was said: The dungeons of the polytheists became the graves of the Muslim prisoners."
In this year, Qāsim b. Rashīd besieged the Byzantines at Marj Dābiq.
In this year, ʿAbbās b. Mūsā b. Muḥammad b. ʿAlī b. ʿAbd Allāh b. ʿAbbās led the people in the pilgrimage (ḥajj).
