Abū'l-Qāsim ʿAbdullāh b. Aḥmad b. Maḥmūd al-Balḥī al-Kaʿbī. He was a theologian (kalām scholar). He belonged to the Banu Kaʿb tribe. He was among the scholars of the Muʿtazila. The Kaʿbīyyah faction is attributed to him.
Ibn Ḥallikān said: “Kaʿbī was one of the great theologians. He has distinguished works concerning the science of kalām. He claimed that the actions of the Exalted Allah occur without Allah’s free will and permission.” I say: Kaʿbī contradicted the Qurʾānic text in several places. Yet the Exalted Allah says:
“Your Lord creates what He wills and chooses.” (al-Qaṣaṣ 28:68)
“If your Lord had willed, they could not have done it.” (al-Anʿām 6:112)
“If We willed, We could surely guide everyone.” (as-Ṣajda 32:13)
“When We intend to destroy a city, We command its affluent but arrogant people to repent.” (al-Isrāʾ 17:16)
There are many other clear rational and transmitted evidences similar to these, and some known necessities.
