Emr; it is interpreted in thirteen ways:
1. Emr is used in the sense of religion (dīn); as in the following verses:
Finally, the truth came and, despite their dislike, Allah's emr {that is, the dīn of Islam which Allah gave as emr to His Prophet, but in which they themselves were not included} prevailed. (al-Tawba 9:48)
They divided their emr {that is, their dīn, Islam, with which they were commanded but instead accepted something else} among themselves into factions. (al-Anbiyāʾ 21:93)
2. Emr is used in the sense of qaul (word, statement); as in the following
verse:
When they were disputing their emr {that is, their qaul / words} among themselves (that is, they were conversing / exchanging words)... (al-Kahf 18:21)
They disputed their emr {that is, their qaul / words} among themselves {that is, they conversed / exchanged words among themselves}. (Ṭā Hā 20:62)
Finally, when Our emr {that is, Our qaul / word} came and the oven overflowed... (Hūd 11:40)
This is also stated regarding Hūd and Ṣāliḥ.
3. al-Emr is used in the sense of punishment (ʿadhāb); as in the following verses:
When the emr is decreed {that is, when punishment becomes obligatory for the people of the Fire} Satan will say... (Ibrāhīm 14:22)
When the emr is decreed {that is, when punishment becomes obligatory}... (Maryam 19:39)
The water subsided, the emr was decreed {that is, punishment became obligatory/necessary by drowning in the water}. (Hūd 11:44)
4. By al-Emr, Jesus (ʿĪsā) is meant; as in the following verse:
He is exalted. When He decrees an emr {that is, when He decrees the birth of Jesus without a father—which was something known in His knowledge—} He only says to it, "Be!" and it is. (Maryam 19:35)
5. By Emrullāh [Allah's emr], those to be killed at Badr are meant; as in the following verse:
When Allah's emr {that is, His decree concerning those to be killed at Badr} comes, judgment is passed in truth. (al-Muʾmin 40:78)
This command was revealed in Mecca. Allah fulfilled His emr regarding the killing of the Meccans in Medina. The following verse in Sūrat al-Anfāl refers to this:
When you met them, He made them appear few in your eyes and made you appear few in their eyes so that Allah might accomplish the emr. (al-Anfāl 8:44)
By this, the killing of the Meccan disbelievers at Badr is meant. Thus, in Sūrat al-Muʾmin, the verse, When Allah's emr comes, judgment is passed in truth (al-Muʾmin 40:78), refers to this.
6. By emr, the conquest of Mecca is meant; as in the following verse:
So wait in patience until Allah's emr (that is, the conquest of Mecca) comes. (al-Tawba 9:24)
7. By emr, the killing of Banū Qurayẓa and the expulsion of Banū Naḍīr are meant; as in the following verse:
Act with forgiveness and overlook until Allah's emr comes (that is, until the killing of Banū Qurayẓa from among the Jews and the expulsion of Banū Naḍīr are accomplished). (al-Baqara 2:109)
A similar statement is found in Sūrat al-Māʾida.
8. By emr, the Resurrection (Qiyāma) is meant; as in the following verses:
Allah's emr (that is, the Resurrection) has come. (al-Naḥl 16:1)
But you waited until Allah's emr (that is, the Resurrection) came, doubted, and false hopes deceived you. (al-Ḥadīd 57:14)
9. Emr is used in the sense of decree/judgment (qaḍāʾ / ḥukm); as in the following verses:
He arranges the emr (that is, He alone gives judgment regarding its decree); none can intercede except after His permission. (Yūnus 10:3)
Be aware that creation and emr (that is, giving judgment as He wills concerning His creatures) belong to Him. (al-Aʿrāf 7:54)
10. al-Emr is used in the sense of revelation (waḥy); as in the following verse:
He arranges the emr {that is, the waḥy} from the heaven to the earth (that is, between the sky and the earth). (al-Sajda 32:5)
11. Emr is used in the sense of affair/work itself; as in the following verse:
Be aware that the emrs {that is, affairs pertaining to creatures} all return to Allah. (al-Shūrā 42:53)
12. al-Emr is used in the sense of victory/help (naṣr); as in the following verse:
They said, "Do we have any share in this emr {that is, in victory}?" Say: "Indeed, all emr belongs to Allah." (Āl ʿImrān 3:154)
13. al-Emr is used in the sense of sin (dhanb); as in the following verses:
So he tasted the consequence of his emr {that is, the punishment for his sin}. (al-Ṭalāq 65:9)
They had tasted the consequence of their emrs {that is, the punishment for their sins}. (al-Ḥashr 59:15)
Let him taste the consequence of his emr {that is, the punishment for his sin}. (al-Māʾida 5:95)
