ar-Raqīb is interpreted in two ways:

1. ar-Raqīb is used in the sense of ḥāfiẓ (guardian, watcher/observer); as in the following verses:

Indeed, Allah is ever, over you, raqīb {that is, He is ḥāfiẓ (guardian, watcher/observer) over your deeds}. (al-Nisāʾ 4:1) ...except those your right hands possess. And Allah is ever, over all things, raqīb {that is, He is ḥāfiẓ (guardian, watcher/observer) over your deeds}. (al-Aḥzāb 33:52)

He does not utter any word except that with him is a ready raqīb {that is, there is a ḥāfiẓ (guardian, watcher/observer) over him}. (Qāf 50:18)

You were the raqīb (that is, ḥāfiẓ [guardian, watcher/observer]) over them. (al-Māʾida 5:117)
