At-Talaqqī is interpreted in two ways:
1. The expression "wa mā yalqāhā" [it is not made to encounter, not brought together with, not caused to reach it], in the following verses, is used in the sense of "it is not given to him":
But none is made to receive it except those who are patient {(that is, it is not given/bestowed except to those who are patient)}. (al-Qasas 28:80)
A similar usage is found in Sūrat Fussilat.
Indeed, you are made to receive the Qur'an from One Wise and Knowing {(that is, this Qur'an is given/bestowed to you from Allah, the Wise and Knowing)}. (al-Naml 27:6)
2. At-Talaqqī is used in the sense of "descent/revelation," as in the following verses:
Has the dhikr (reminder) been cast upon him from among us? {(that is, has it been sent down to him)}?! (al-Qamar 54:25)
He sends down the spirit by His command {(that is, He sends down the spirit by His command)}. (al-Mu'min 40:15)
