The adl wa’l-ḥaqqu’l-makhluq bih (justice and the created truth) refers to the first existent created by Allah. As Allah has said: "We did not create the heavens and the earth and what is between them except with ḥaqq (truth, right)." (al-‘Istilāḥ, 530-531; cf. al-Ḥijr 15:85)
adl-i siyāsa / adlī fi’s-siyāsa (justice in governance): Adl-i siyāsa is the justice within governance, wherein the parts of the city are arranged in a manner analogous and appropriate to the parts of the body. This is so that the parts of the city are in harmony, and the elements of the city can unite toward a single purpose as if they were a single person. Thus, everything is put in its proper place. The inhabitants of the city are divided into classes: those who, though not serving others, are served; those who, though not served by others, serve; and those who, in one respect serve, and in another respect are served.
