The words (kalimāt) of Allah, which no good or evil can surpass, are the very words with which Allah created the universe. Nothing, whether good or evil, can exist outside of Allah's creation, will, and power (qudra).
As for the religious words of Allah, these are the revealed scriptures and the commands and prohibitions contained within them. The righteous follow them, while the wicked oppose them. (al-Furqān 25:19)
