It refers to a person. Those among the servants who, in a ḥāl (spiritual state), find tranquility with Allah and whose qalb (the heart) is at peace, have become muhbit (those who are humble and submissive) because they are content with Allah, submit to His exalted Name of the highest degree, and surrender to His majesty.
