Cosmic tahzīz (incitement or compulsion to exist) is a secret that Allah has created among His servants who are the common people (ʿawām). The sāliks (wayfarers on the Sufi path) are on this path. This secret never occurs among the elite (khawāṣṣ), because it is not a divine attribute. Rather, it comes to them from Allah in the matter of their turning not to Him, but to the cosmos. As in the following verse: "Should they not have brought four witnesses (shāhid) over it?" (al-Nūr 24:13). The particle (edat) only contains the meaning of tahzīz if it is divine, and Allah's elect servants are characterized by it. (Futūḥāt, ITIL, 160)
